RLS Land Solutions brings excavation work to Manvel, Texas, from our home base in Needville. Manvel is a Brazoria County city about 29 miles east of Needville in a straight line. SH 288 runs through the city's northwest side, and SH 6 runs through town. The 2020 census counted 9,992 people here. A Census estimate put the city at 20,699 by July 2025, about double that count. We haul select fill and fill dirt to Manvel jobs from our two pits in southeast Fort Bend County. Bank sand comes out of the same ground. Haulers who run their own trucks can load out at the pit as well.
Manvel is growing two ways at once. In November 2021, plans called for 12,000 lots in twelve housing developments. Rodeo Palms, Del Bello Lakes, Newport Lake Estates and Pomona show the newer side. Pomona, a master-planned community, lies in Manvel's extraterritorial jurisdiction on the northwest side. The older Manvel looks different. The city's plan describes many areas platted with homes on one-acre or larger lots in an earlier era. It notes that private water wells and septic systems need lots that size. Out there the work is homesites, stock ponds, driveways and land clearing on raw acreage.

Inside the city, a development permit is required before any fill material goes down. The City of Manvel charges no fee for the version that covers land outside the floodplain. The form asks for a survey that shows where the fill will sit. Fill has to stay at least 20 feet back from the property line. It must be spread within six months of the permit date. Otherwise the city may ask for its removal. You should be able to tell the floodplain administrator where the dirt came from and who hauled it. Inspections run through the whole project. Pad material for a slab is not counted as fill under this permit. We build house pads to the height the plans call for.
Land inside the floodplain uses a separate development permit. City engineering staff watch land use inside FEMA special flood hazard areas. If water naturally flows across the spot you fill, you must make up for the changed flow. The form lists options such as ditches and detention ponds. Storm water detention is required for every new subdivision and commercial development. A single-family lot with roofs and paving on 20 percent or less of the land needs no new drainage plan. The city's permit list includes a culvert application. Ask about it before a new gravel driveway crosses a ditch. The city's plan lists drainage district and canal partners, so ask which district reviews your drainage plan.
Manvel sits on flat coastal prairie with gumbo clay soils. The Booth family settled along Chocolate Bayou in 1857, and the bayou still runs through the area. Mustang Bayou and the Gulf Coast Water Authority canals cross the area too. The canals were not built to carry storm water, yet they shape how the land drains. The city's plan names recurring flood risk along them and along SH 6 near Mississippi Road. During Hurricane Harvey in 2017, SH 6 became impassable from flooding. The city started the Akery Lake detention pond in 2022 on 117 acres. The plan says it will hold more than 1,000 acre-feet once complete. On acreage, we dig stock ponds that catch that runoff and hold it.
Height is the other half of the job. The city's plan says updated FEMA data now guide development elevations, at least 2 feet above base flood elevation. On flat ground, reaching that height usually means raising the pad with imported fill. We bring excavators from the 50,000 pound class up, backed by dozers and a fleet of tandem dump trucks. We take Manvel jobs from about $10,000 up, sized for acreage and hundreds of truckloads. Each truckload leaves the pit with a load ticket written on site. Rosharon, about 11 miles southwest, sits between Manvel and Needville.
