RLS Land Solutions takes on excavation in Angleton, Texas, the county seat of Brazoria County. Angleton sits about 30 miles southeast of our Needville base. Highway 288 and Highway 35 cross here, and the Union Pacific line meets them in town. The 288 freeway runs along the west edge of Angleton. Highway 35 runs through the center of town and on toward Alvin. Our fill comes out of our sand and dirt pits in southeast Fort Bend County. Our tandem dump trucks haul it in. The excavators we bring weigh 50,000 pounds and up, and dozers work the ground beside them.
Angleton was founded in 1890 near the middle of the county. It counted 19,429 people at the 2020 census. On Highway 288, Angleton sits between Rosharon and Lake Jackson. Our service area runs on south from there to the coast. The Brazoria County Fair comes to Angleton every October. The land around town is flat coastal prairie over gumbo clay. New subdivisions have come before the city for plats and development agreements. That growth means dirt work, and dirt work here meets more than one rulebook. The City of Angleton and Brazoria County each issue their own permits. The Angleton Drainage District has rules of its own on top.

Start with the city. Inside the Angleton city limits, land disturbing work over 10 cubic yards of earthwork needs a development permit. A pad 50 feet by 60 feet, built up one foot, holds about 111 cubic yards of dirt. That is more than ten times the trigger. The permit packet asks for an approval letter from the Angleton Drainage District. It also lists a TCEQ notice of intent and a stormwater pollution prevention plan. The city issues a separate grading and clearing permit. Floodplain work and drainage pipe or culvert work carry permits of their own. A preliminary plat needs a heritage tree survey and a tree preservation plan. On a tract headed for a plat, that survey matters before any land clearing.
The Angleton Drainage District adds its own layer. Inside the district, no one may start developing property until the district approves a Final Drainage Plan. Its rules also set a 15 foot setback from any district easement, ditch or detention pond. Buildings and fences stay out of that strip, and improved driveways do too. Brazoria County runs its own permits. Where a new or changed driveway meets a county road, the county requires a driveway and culvert permit. A business, church, commercial or school site needs a drainage plan with its fill and grading application. County Engineering must also issue a letter of no objection before any groundwork. If work starts before a county building or development permit is taken out, the fee doubles.
City records show where new ground is opening up. In February 2021, Kiber Reserve came before the planning commission as a 19.84 acre tract. Plans called for 93 home lots. The city's development agreement for Austin Colony covers about 164.5 acres of single-family ground inside the city. Council has acted on public improvements for Riverwood Ranch Phase Two. It also held a hearing on a replat of Sections 3 and 4. Windrose Green Section Two, 13.24 acres off FM 523, came to the city for a final plat as ETJ ground, so check which rules reach a tract like that before work starts. Builders on ground like this need site prep and building pads before houses go up.
Angleton sits about 20 miles from the Gulf of Mexico. Down toward the coast, material sources are few. Our pits sit inland, in southeast Fort Bend County. Select fill and bank sand go out from there by the truckload. Our tandem dump trucks deliver it, and contractors with their own trucks can load at the pit. We are set up for pad sites and lakes that run to hundreds of loads. We have built ponds and lakes for private ranches, and we clear land by the acre. Site work with us starts at about $10,000, so the fit is acreage and volume.
